The 2021 "Summer Offensive" mobilization television conference held on May 19th in Hunan Province revealed that the "Summer Offensive" in this year's pollution prevention and control campaign will focus on completing 11 major projects and 2693 governance tasks, including completing the annual rectification tasks assigned by the central government to highlight ecological and environmental issues, accelerating the promotion of township sewage treatment facilities, and comprehensively completing soil pollution prevention and control. The campaign will be carried out in batches before August 31st and September 30th Complete the three time points before December 31st.

Complete the annual rectification task of highlighting ecological and environmental issues assigned by the central government. According to the established rectification plan and time limit requirements, we have fully completed the rectification tasks assigned by the central government to 24 issues in our province, including 1 feedback issue from the central environmental protection inspector, 2 feedback issues from the central ecological environmental protection inspector on "looking back", 1 disclosure issue of the first batch of ecological and environmental warning films in the Yangtze River Economic Belt, and 3 disclosure issues of the second batch of ecological and environmental warning films in the Yangtze River Economic Belt The third batch of ecological and environmental warning films in the Yangtze River Economic Belt revealed 17 issues. Seriously carry out the annual task of rectifying feedback issues from the second and third batch of central ecological and environmental protection inspectors in the second round.

Accelerate the construction of township sewage treatment facilities. According to relevant requirements, 280 new township sewage treatment facilities will be completed by December 31st.

Complete the comprehensive governance of VOCs in key industries. We have completed the VOCs pollution control tasks for 333 key enterprises in key industries such as packaging and printing, industrial painting, furniture manufacturing, petrochemical, and chemical engineering, with a production capacity of over 40 tons and plans to apply for the 2021 central air pollution control fund project. We will complete 80% of the total tasks by September 30th and fully complete the control tasks by December 31st.

Complete the rectification of ecological and environmental issues in drinking water source areas with over a thousand people at the township level. According to the relevant requirements of the Ministry of Ecology and Environment and the Ministry of Water Resources, by September 30th, the ecological and environmental issues of 575 township level drinking water sources with a population of over 1000 people, 89 township level drinking water sources with a population of over 1000 tons, and 2 county-level and above drinking water sources will be basically completed; Complete the rectification task comprehensively before December 31st.

Fully complete the soil pollution control project. According to the relevant requirements of the Ministry of Ecology and Environment and the Ministry of Finance, 34 soil pollution prevention and control projects will be completed by December 31st.

Complete comprehensive rectification of thallium related enterprises. According to the requirements of "one enterprise, one policy", strictly implement the main responsibility of enterprise pollution control, and complete the comprehensive renovation of thallium related industrial enterprises and industrial parks in the Xiangjiang River Basin by December 31st.

Carry out pollution control of tailings ponds in the Yangtze River Economic Belt throughout the province. Organize the investigation of environmental risks and hidden dangers in 529 tailings ponds in the province before August 31st, and establish a list of environmental pollution issues in tailings ponds; Complete the annual task of rectifying pollution issues in the tailings pond before December 31st.

Carry out a major rectification of hazardous waste. We will carry out a special action to address environmental pollution hazards with a focus on hazardous waste involving heavy metals, establish a rectification and cancellation system, and complete the rectification of 186 issues by September 30th.

Accelerate the control of total phosphorus pollution in Dongting Lake and reduce annual remediation tasks. Focusing on seven areas, including agricultural and rural pollution prevention and control, urban and rural household pollution control, pollution prevention and control at river and lake outlets, and ecological water network construction, 135 key projects will be implemented and completed by December 31st.

Promote the rectification of mining pollution in Huayuan County (Manganese Triangle). Implement the important instructions of the central government on the pollution control of the "Manganese Triangle", promote the completion of the annual task of the comprehensive rectification plan for the mining industry in Huayuan County, comprehensively rectify the problems discovered by the national research team and provincial verification, and complete 8 specific rectification tasks by December 31.

Carry out special rectification of sand, gravel and soil mines. According to the requirements, 280 specific issues will be rectified before September 30th.
